Incubating "communities of practice"

The Incubation Process wiki page has been updated to reflect new concept of incubating communities of practice.
Still need to document what community of practice in Jasig is. Jonathan did not get to this.

She's actually integrated much of this portlet into the uPortal trunk itself so that we can take advantage of uPortal's existing person directory configuration and permissions, so we may not need this to exist as a separate project in the future.
