Is the grant under which Galois work still ongoing?  How would future maintenance and development be funded?

Yes and Galois committed to future maintenance.

 

What's the trust model for mapping credentials in Galois?  Who manages credentials and their mappings?  There's no federation like with Shib, but has some parallels to the concerns of federated services/identity providers.

The trust model is based on the user's ability to authenticate with the 3rd party IdP and the local CAS.
