Content updates lost in the shuffle, and gruntwork of re-applying them

Notes

Bill suggested adoption of RC releases for all releases, including point releases as solution to abbreviated release. Once a release makes download page, it needs to be announced.

"Turn up volume on dev list" re GitHub migration.

Membership migration worked out naturally: Brian and Andrew overlapped at this meeting, and Andrew will drop off subsequently.

@Andrew Petro owns CAS Website content migration. (completed 28 Aug 2011) Brian expressed willingness to help.
