Perhaps they're intimidated by technology or they imagine an online course to be nothing but video lecture and multiple choice tests taken by faceless students (probably cheating the whole time)! They may have anxiety about becoming obsolete - nothing more than a talking head in a video lecture.

Learn how to introduce exciting new possibilities to enhance their face-to-face course with an online presence. Faculty who value face-to-face time with students will love to hear how they can get their students to complete assigned readings before coming to class, AND find out exactly what they should focus on in their class time, by posting their readings online and giving a short assessment prior to class.
