Enabling mUniversality mobile view in Respondr

By default, uPortal uses the Respondr theme and has the mUniversality mobile view disabled.  If you want to re-enable it for the Respondr theme, follow the steps below.  Note however that the user-agent strings used to detect mobile view are present for both tablet and mobile phone devices, and you lose some of the benefit of the Responsive Design approach used by Respondr.
