For people with more than one SOR they can work with, they choose it as part of the login workflow.
If they only have one SOR, then the option to choose is not displayed.
Can change the SOR without logging

Issue 4 - Does it makes sense to have a separate sponsor table?

Can't remember why it was separate. Check notes to see why.
If no valid reason, consolidate into pr*_roles table
