Configuration of locales for i18n does not work in uPortal 5

Description

The property for configuring locales (portal.properties) is `org.apereo.portal.i18n.LocaleManager.portal_locales`. It's currently not possible to change the default value in the uP5 way.

In uP5, all properties in portal.properties are obligated to accept configuration in uPortal.properties and/or global.properties.

This property currently ignores that method of configuration.
