Eliminate DirectoryPersonSearch Cross Joins - Special Service Group

Description

This ticket covers eliminating cross joins from Directory Person Search for Special Service Groups. This will entail eliminating the cross join for Person when SSG is selected AND removing the cross join on external_student_special_service_group if external students are included.

Mike fixes this in a commit on the parent ticket SSP-3241. Tested with 4000 students internal and 2000 external. Query times seem to match when i had demo data with ~100 students so definitely a large improvement. Tested all background jobs and various searches with no issues. Tested loading external data and no issues.

Also moved this to DEV in the field and on a quick smoke test running search no issues found. The search was a bit slow (1-2 sec) but significantly faster than it was.
