Fix fluid imports for universality and muniversality

Uportal doesn't correctly null out the fluid_1_5 var in universality of muniversality. This is related to: https://issues.jasig.org/browse/NEWSPLT-111

[m]Universality has been removed from uP master, and fluid is scheduled to be removed from NRP.
