CAS Throttling is not working for more than 2 attempts

Description

In throttleInterceptorTrigger.xml changed the following configuration as
<bean id="throttleInterceptor" class="org.jasig.cas.web.support.InMemoryThrottledSubmissionByIpAddressAndUsernameHandlerInterceptorAdapter"
p:failureRangeInSeconds="60"
p:failureThreshold="5"/>

5 attempts in 1 min.

But the login is failing after the second attempt itself.

Apart from this anyother place do we need to change this param ?
