Generalize Password Expiration Support

Description

The LDAP-password policy expiration (LPPE) feature should be extended to support other directories (e.g. OpenLDAP/ppolicy) and other authentication backends.

Code review and analysis shows that LPPE is broken in 4.0-RC3 and this task needs to be completed before 4.0 in order to restore previous capabilities as well as extend for new platforms.
