To use as-is, you would have to apply this patch you your uPortal (circa 3.1).
The Bookmarks Portlet has the ability to import users' bookmarks in XBEL format. CBookmarks stores bookmarks data in XBEL, but there's currently nothing in the official codebase of CBookmarks or uPortal that can export it.
Both Manchester University & Yale University have migrated from CBookmarks to the Bookmarks Portlet using tech that was passed around on the portlet-dev list.
I'll attach Yale's version (the most recent) of this tech to this JIRA.
