05 Flyout menus

The default uPortal 3 theme and skin implements flyout menus highlighting what's available on a tab on hover before the tab is rendered.  To disable this new behavior, set the USE_FLYOUT_MENUS parameter in the main theme file (uportal-war/src/main/resources/layout/theme/universality/universality.xsl) to 'false'.
