Skin Organization

A uPortal skin is a collection of external CSS libraries, base CSS stylesheets common to the theme, and skin-specific CSS resources.  This list of resources is defined in the skin.xml file, as described in Include JavaScript and CSS Resources.  Typically most skin development work will be done in portal.css
