Accessibility - anchor tags missing text
Description
Several in-page anchors are missing text to describe the link.
This results in failure of WCAG 1 Level A (baseline) accessibility compliance.
Add text to anchors. If the anchors are empty (named but not href'ed), use title and/or alt attributes.

Added titles to blank anchors and moved the portlet reference anchor (name and ID) in to the anchor wrapping the portlet title. Verified it passes a WCAG2 L1 accessibility check.
