Framework Portlets initial data import should respect uportal.docbase
Description
The framework portlets that are included with uPortal should respect the defined uportal.docbase.
For instance, in fragement-admin.channel, portletApplicationId is hardcoded to /uPortal causing this portlet to break if you change the doc base to say /
