Set tab name while adding new tab
Description
Many of our users have requested that the tab name be set as part of the add tab flow. Rather than it adding a tab called "New Tab" and then having to goto 'page layout' to set the name.

This is a new feature request and therefore affects all previous versions of uPortal. However it probably only makes sense in the context of uP3.
